Robert De Clark, MSW, BSW, is the Executive Director of Home Based Recovery (HBR), a program designed to deliver the structure and quality of inpatient care within the safety and accessibility of a client’s home environment. In this role, Robert leads the organization’s strategic vision, clinical innovation, and program development—ensuring that recovery is not only effective, but also sustainable and personalized.
With over 27 years of experience in the fields of mental health and addiction, Robert is widely recognized as a leader in Western Canada. His clinical approach is grounded in evidence-based care, systems thinking, and a deep understanding that no two people recover the same way. His commitment to individualized support is a cornerstone of the HBR model.
Robert earned his Bachelor of Social Work from University College of the Cariboo (2004) and his Master of Social Work from Carleton University (2006). His leadership experience includes the design, development, and direction of several treatment programs and facilities.
In 2006, Robert joined the founding team at Cedars at Cobble Hill, where he served for 11 years, ultimately as Vice President of Clinical Services. In 2017, he was recruited by Homewood Health to develop and open Homewood Ravensview, a facility focused on complex and concurrent mental health and addiction cases. Most recently, in 2023, he opened The Healing Institute at Forbidden Plateau, an inpatient center in Comox, BC.
Beyond clinical work, Robert has been a strong advocate for mental health in the community. He co-developed the Talk Today program with the BCHL and CMHA, supporting mental health in hockey, and served as Assistant Coach for the Cowichan Valley Capitals from 2010–2015.
At the heart of Robert’s leadership is a focus on people—building healthy workplace cultures where staff are supported, valued, and energized. His work at Home Based Recovery reflects this vision, with a commitment to accessibility, innovation, and clinically excellent care from the comfort of home.
